At long last, we finally have controls on Credit limits! Sure, you could set security on the Credit limit field, but it was never my favorite thing that the Credit limit field on the Customer was so easily editable.
Parameters
Navigate to Credit and collections > Setup > Credit and collections parameters to TURN OFF the ability to edit the Credit limit field. That's right. There is a slider in the Credit limits section called Allow manual editing of credit limits. Set this to No.

This will "grey out" the Credit limit field on the Customer, making it uneditable.

Credit Limit Adjustment Journals
That's great! Now, how do we update a Customer's Credit limit?
Navigate to Credit and collections > Credit limit adjustments to create a Credit limit adjustment journal. You can enter two types of journals here, a Credit limit adjustment or a Temporary credit limit adjustment. Once you determine the Credit limit that you would like to apply to a Customer or to a Customer credit group, you can Post the journal, keeping a historical record of the Customer's Credit limits.

For additional approval and compliance functionality, there is a Credit limit workflow that can be enabled on the Credit limit journals as well.
